Tashkent, Uzbekistan (UzDaily.uz) — IT Park Uzbekistan and US company Truss, a project of technology firm Lincoln Labs, will explore a pilot project to test the Employer of Record (EOR) model in Uzbekistan.

The discussions focused on using Uzbekistan as a base for building engineering teams, hiring specialists internationally and expanding the operations of US companies, IT Park Uzbekistan reported.

The meeting was attended by Azamat Rahmon-Zoda, head of IT Park’s export development department, representatives of its global business services (GBS) division, Eric Giroux of Lincoln Labs and Ilkhom Ikramov of Truss.

The EOR model allows companies to hire specialists through an official employer without establishing their own legal entity in the country.

The parties considered various employment arrangements, including hiring foreign specialists, remote employment and payments to employees working outside Uzbekistan.

They also discussed the legal framework for implementing the model, including provisions of Presidential Decree No. 286. The pilot project with Truss is intended to demonstrate how the EOR mechanism works in practice.

Lincoln Labs develops technology consulting services and is considering building a small team of developers to test new markets.

Uzbekistan is among the potential locations. Farukh Umarov, co-founder and chief technology officer of Lincoln Labs, is originally from Uzbekistan. Truss helps international companies find, hire and integrate engineers into their teams.

IT Park representatives outlined Uzbekistan’s IT ecosystem, residents’ experience working with international clients, including UFC, HBO and ESPN, and support mechanisms for foreign companies, including the Softlanding programme.

The parties also discussed cooperation in the US market. Truss expressed its readiness to help IT Park establish contacts with potential foreign residents and introduce American companies to the conditions for doing business in Uzbekistan.

Representatives of Lincoln Labs and Truss were invited to participate in the Offshore Outsourcing Tour scheduled to take place in Uzbekistan in spring 2027.
