Human Rights Seminar for Prevention Inspectors Opens in Nukus

Tashkent, Uzbekistan (UzDaily.com) — A training seminar for prevention inspectors of mahalla-based law enforcement posts has begun in Nukus, focusing on “International Standards and National Legislation” and addressing crime prevention and the strengthening of legal culture.

The event was organized by the National Centre of the Republic of National Human Rights Centre of Uzbekistan in cooperation with the Ministry of Internal Affairs and the Commissioner of the Oliy Majlis for Children’s Rights. The seminar brought together law enforcement officers, legal experts, and representatives of relevant state institutions.

Opening the event, the Minister of Internal Affairs of the Republic of Karakalpakstan, Colonel Bakhtiyor Turebekov, highlighted the symbolic significance of holding the forum in the “Karakalpak national yurt,” described as a recognized symbol of unity, tolerance, and respect for national traditions.

Particular attention was given to the speech by Akmal Saidov, Director of the National Human Rights Centre of Uzbekistan, member of the UN Human Rights Committee, and academician.

In his report on “International and National Standards in the Field of Human Rights,” he noted that human rights education remains one of the key priorities of the policy of New Uzbekistan.

According to him, improving the legal literacy of employees working directly with the population is essential for ensuring the rule of law, protecting citizens’ rights, and strengthening public trust in state institutions.

It was also noted that, in accordance with a UN General Assembly decision, the fifth phase of the World Programme for Human Rights Education is currently being implemented for 2025–2029.

To fulfill international commitments, Uzbekistan has adopted a special roadmap outlining comprehensive measures to develop legal awareness.

The seminar presented data on the activities of prevention inspectors in Karakalpakstan. It was noted that 495 prevention inspectors currently operate in the republic, and in 320 out of 452 mahallas no crimes have been recorded recently, indicating improved effectiveness of preventive work at the local level.

The training program covered a wide range of topics, including international standards on child protection, implementation of the Convention against Torture, rights of persons with disabilities, gender equality, and the role of law enforcement in protecting human dignity.

Lectures and practical sessions were delivered by leading specialists from the National Human Rights Centre, representatives of the Children’s Ombudsman Institute, the Academy of the Ministry of Internal Affairs, and Karakalpak State University named after Berdakh.

At the end of the first day, several prevention inspectors were awarded certificates, letters of appreciation, and departmental honors for exemplary service and contribution to public safety.

Organizers stated that such educational events aim to further strengthen professional capacities of law enforcement personnel, improve crime prevention effectiveness, and integrate international human rights standards into practical work.

Similar seminars are planned to be held in other regions of the country in the future.
