Enterprise Uzbekistan Unveils New Tech Jurisdiction
Tashkent, Uzbekistan (UzDaily.com) — The international digital technology center Enterprise Uzbekistan presented a specialized technology jurisdiction focused on attracting global IT companies, artificial intelligence developers, data center operators and research divisions of international corporations at the Tashkent International Investment Forum (TIIF 2026).
The presentation highlighted the legal regime operating within Enterprise Uzbekistan, which includes selected elements of English and Welsh law, favorable regulation in the field of artificial intelligence, legislative stability until 2100, and a range of tax and administrative incentives for investors.
It was noted that Enterprise Uzbekistan was created on the initiative of the President of the Republic of Uzbekistan Shavkat Mirziyoyev as a specialized technological jurisdiction operating under its own legislation, an independent regulatory system, and a “single window” principle covering all stages of company activity from registration to public services.
During the forum, it was emphasized that the rapid development of the digital economy and artificial intelligence is creating strong demand for new technological platforms outside traditional global centers. In this context, Enterprise Uzbekistan offers international businesses a comprehensive operating environment with transparent legal mechanisms, free capital movement, and favorable conditions for operations.
Special attention was given to the advantages of the jurisdiction, including investment protection, prohibition of nationalization and expropriation of assets, a regulatory sandbox for innovative technologies, simplified procedures for hiring foreign specialists, and unrestricted repatriation of profits and capital.
The forum also noted that residents of the center are offered preferential tax treatment. In particular, a zero profit tax rate applies to activities in priority technological sectors, no VAT is charged on exported services, and qualified foreign specialists are exempt from personal income tax.
Enterprise Uzbekistan Vice President for Global Business Development Bokhadir Ayupov said the center is being created not as another free economic zone, but as a full-scale international technological jurisdiction aimed at the practical needs of modern innovative companies, startups, investors and digital service providers.
A dedicated panel session titled “Rethinking Jurisdictions for the Global Technology Economy” was also held during TIIF 2026, focusing on conditions for developing competitive environments for high-tech businesses. Participants discussed legal frameworks, investment protection mechanisms and conditions for digital business operations.
According to development plans presented at the forum, Enterprise Uzbekistan aims to achieve up to US$5 billion in digital services exports by 2030, create more than 300,000 high-paying jobs, and build one of the leading technology ecosystems in the region.
It was noted that the project is part of a broader program of economic and regulatory reforms being implemented in Uzbekistan in recent years.
