Uzbekistan Trains 80 Specialists in Energy Auditing

Tashkent, Uzbekistan (UzDaily.uz) — UNDP in Uzbekistan and the National Agency for Energy Efficiency conducted a series of two-day energy auditing training sessions for energy service company (ESCO) projects from 13 to 28 August 2026.

The training brought together 80 specialists from Karshi, Samarkand, Ferghana and Tashkent, including energy auditors, private-sector representatives interested in working under the ESCO model, and employees of government organizations.

The sessions were held as part of the “Energy Audits — Unlocking the Energy Efficiency Potential of Public Buildings” project. The initiative is being implemented under the broader Public and Private Financing for Development (PPFD) program with financial support from the Ministry of Finance of the Slovak Republic.

The training focused on developing practical skills needed to prepare energy efficiency projects for public infrastructure, including schools, hospitals, kindergartens and other public buildings. Reducing energy consumption at such facilities can help lower costs while improving conditions for users.

Within ESCO projects, a high-quality energy audit helps establish a baseline for energy consumption, identify potential efficiency measures and assess possible savings. The data are also used to establish performance indicators and subsequently evaluate the results actually achieved.

“For the successful development of the ESCO market, it is important that all its participants have confidence in the reliability and transparency of energy savings assessments,” said Shokhzakhon Islamov, a representative of the National Agency for Energy Efficiency. He said developing the practical skills of private energy auditors would help strengthen trust between government organizations, ESCOs and potential investors.

The first day of the training focused on the legal and technical foundations of energy auditing in Uzbekistan and the European Union. Participants studied different types of audits and their application at various stages of ESCO projects, including the preliminary Walk-Through Audit and the Investment Grade Audit.

Particular attention was given to establishing the baseline level of energy consumption and adjusting data to account for weather conditions and building operating characteristics. Participants also reviewed measurement and verification methods in accordance with the International Performance Measurement and Verification Protocol (IPMVP).

The second day focused on practical work. Participants worked in groups at selected public facilities in each region. They established baseline energy consumption, adjusted indicators for climatic conditions, calculated potential savings and selected methods for verifying the results achieved.

Mukhayyo Latipova, an energy auditor from Ferghana, highlighted the practical value of the training, noting that specialists worked with real building data and independently performed calculations for ESCO projects.

The calculation templates and other materials presented during the training can be used by participants in their further work to assess energy efficiency measures and substantiate expected and actual energy savings.

According to UNDP international expert Yuray Klukan, the development of Uzbekistan’s ESCO market requires not only a regulatory framework and access to financing but also specialists capable of preparing high-quality, technically sound projects. The training combined international approaches with practical assignments adapted to the country’s conditions.

UNDP said that as Uzbekistan’s ESCO market develops, demand will increase for specialists capable of conducting high-quality energy efficiency assessments and verifying the results of implemented projects.
