Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan has proposed changes to the rules governing the organisation and holding of mass events. A draft government resolution envisages the introduction of electronic tickets, additional safety measures and the possibility of temporarily restricting access to such events for people who violate established rules.

Under the draft, tickets for cultural events, entertainment programmes and sports competitions would be sold electronically. Exceptions are предусмотрed for certain events held at open-air venues.

The proposal also aims to prevent tickets from being resold above their face value, counterfeited or used more than once.

For outdoor events without permanent seating, the draft proposes setting a crowd-density limit, generally allowing no more than one person per square metre.

Separate measures are proposed for rule-breakers. In particular, courts would be able to temporarily bar people who violate established prohibitions from attending mass events. An electronic register of such individuals is planned to be introduced from 2027.

The draft also proposes banning people from attending mass events with their faces covered if this prevents their identification. Specific exceptions would be determined separately.

Unmanned aerial vehicles are proposed for monitoring crowd movements, attendance numbers and crowd density.

The document would also prohibit attracting people to mass events by distributing goods free of charge or selling them at excessively discounted prices.

Venues hosting mass events would be required to undergo safety compliance inspections at least once a year.

Under the draft, services provided by internal affairs bodies, the National Guard, emergency services and healthcare authorities to ensure public safety at mass events would be subject to payment. Certain exceptions are envisaged.

However, organisers would not need to obtain permits for events related to election campaigning or travelling circus performances. They would instead have to notify the authorised body at least 10 working days before the event.

The proposals are set out in a draft government resolution published for public discussion on the regulation.adliya.uz portal. The provisions remain proposals and may be revised following consideration of the document.
