Uzbekistan Proposes Criminal Liability for Occupying Unfinished Buildings

Tashkent, Uzbekistan (UzDaily.uz) — The Legislative Chamber of the Oliy Majlis (the lower house of parliament) has passed a draft law introducing criminal liability for allowing citizens to reside in multi-apartment buildings that are unfinished and have not been officially commissioned.

According to the lower house, despite ongoing urban planning reforms across the country, instances persist where citizens move into apartments in multi-story residential buildings that have not undergone the established commissioning procedures.

The document proposes corresponding amendments to the Criminal Code. Under the bill, criminal liability may be applied to individuals responsible for the construction of multi-apartment buildings, as well as officials who permit citizens to reside in structures that are not ready for use.

In addition, amendments are proposed to the Urban Planning Code. These will obligate clients and contractors to take measures to prevent the occupancy of residential buildings that fail to meet operational readiness requirements.

Following its approval by the Legislative Chamber, the draft law has been forwarded to the Senate for consideration.
