Tashkent, Uzbekistan (UzDaily.uz) — The Legislative Chamber of the Oliy Majlis (the lower house of parliament) has passed the draft law "On Mobilization Preparation and Mobilization" in its second reading. The document has now been forwarded to the Senate for consideration.

Under the draft law, mobilization is defined as a comprehensive set of activities aimed at preparing state bodies, organizations, economic sectors, and the general population to operate under wartime conditions in order to ensure national security. The document also establishes a framework for occupational deferment (employee reservation), which allows certain workers to be temporarily exempt from military service to guarantee the uninterrupted execution of essential state and economic functions.

While being prepared for the second reading, the bill was revised to incorporate feedback and recommendations from deputies. During this process, key concepts underpinning the legal framework were clarified, the terminology was aligned with existing national legislation, and redundant or overlapping provisions were eliminated.

Furthermore, the core principles of mobilization preparation and mobilization were adjusted, and specific rules governing the direct execution of mobilization measures were refined. According to the drafters, these adjustments will ensure legal clarity and uniform application of the law.

The draft law also clarifies the specific jurisdictions of government entities in mobilization planning and preparation. In particular, it revises and refines the respective powers of the parliament, the cabinet of ministers, and individual ministries and departments. It also enhances the legal mechanisms for approving the state mobilization plan, reserving draftees and those liable for military service, and establishing state mobilization reserves.

The document streamlines the procedures for developing and implementing the state mobilization plan, building up mobilization resources, and accumulating state reserves. Simultaneously, key activities in mobilization preparation have been systematized, and repetitive regulatory codes have been trimmed.

During the parliamentary session, deputies noted that the adoption of this law will establish a unified, robust legal framework to regulate relations in mobilization and preparation. It is also expected to enhance operational coordination among state agencies and organizations, providing a clearer division of their respective powers and responsibilities.
