Uzbekistan proposes creation of national navigation system

Tashkent, Uzbekistan (UzDaily.uz) — The President of Uzbekistan, Shavkat Mirziyoyev, has reviewed a presentation on implementing a unified integrated digital platform for public administration, developing the startup ecosystem, and optimizing the telecommunications business environment. During the event, an initiative to create a national navigation system was presented.

It was noted that the country currently relies predominantly on foreign navigation platforms. The proposed national system will enable the generation of geodata based on a single standard, boosting efficiency across transportation, logistics, emergency services, urban planning, and public service delivery.

The presentation also outlined plans for expanding IT service exports and the startup ecosystem. By 2030, the government aims to increase the volume of IT service exports to US$5 billion, support the operations of 5,000 active startups, and attract US$2 billion in investments.

To accelerate industry development, the launch of a "Talent Hub" program was proposed, which will allow foreign specialists and investors to remotely register a company, open a bank account, and secure an international bank card.

Additionally, it was suggested to extend tax incentives for employees of IT Park resident companies until 2040, alongside broadening the reach of the IT Visa and Zero Risk programs.

Further support mechanisms for IT service exporters are also envisioned. Specifically, the proposals include partially compensating expenses related to wages, the relocation of foreign clients and specialists, and the costs involved in obtaining international certification.

Among the initiatives presented were plans to launch more than 20 acceleration programs in Bukhara and Fergana, targeting startup growth and international market entry.

Following the presentation, the President approved the submitted proposals and instructed responsible agencies to ensure the integration of state data, elevate the quality of digital services, strengthen cybersecurity and personal data protection, and build more favorable conditions for private sector growth within the IT industry.
