Uzbekistan Insolvency Agency Director Also to Hold Deputy Justice Minister Position

Tashkent, Uzbekistan (UzDaily.uz) — The director of the Agency for Insolvency Affairs under Uzbekistan’s Ministry of Justice will concurrently serve as deputy minister of justice under a presidential decree reforming the state management system in the field of insolvency.

Under Presidential Resolution No. PP-306 dated 2 September 2026, the position of director of the Agency for Insolvency Affairs under the Ministry of Justice was transformed into the position of “Deputy Minister of Justice — Director of the Agency for Insolvency Affairs under the Ministry of Justice of the Republic of Uzbekistan.”

Nu’mon Muhammadiev has been appointed to the position. In connection with the new appointment, he was relieved of his previous position as deputy minister of justice.

The Agency for Insolvency Affairs was established under the Ministry of Justice as part of reforms to the bankruptcy regulation system. The decision to establish the new agency was made on 6 May 2026 under Presidential Resolution No. PP-172, “On measures to reform the state management system in the field of insolvency.”

The agency has been designated as the specially authorized state body responsible for developing and implementing a unified policy in the field of insolvency. Its responsibilities include regulating and overseeing relevant processes, as well as coordinating the activities of state bodies involved in bankruptcy proceedings.

The reform also provides for the digitalization of insolvency-related procedures, simplification of administrative mechanisms and reduction of bureaucratic barriers in the consideration of bankruptcy cases.

Territorial branches of the agency are to be established in Karakalpakstan, the regions and Tashkent city.

In addition, the Association of Judicial Managers is to serve as the basis for establishing a Chamber of Judicial Managers. The chamber will operate on self-governance principles and bring together specialists working in bankruptcy proceedings.

Nu’mon Muhammadiev was appointed deputy minister of justice in March 2025. Before that, starting in 2023, he headed the Main Department of Justice of Tashkent city.

Muhammadiev has a higher legal education and holds the rank of first-class Justice Counselor. He graduated from the Tashkent State Law Institute in 2003. In 2024, he was awarded the “For Faithful Service” medal.

Muhammadiev began his career at the Ministry of Justice in 2004 as a senior consultant in the Department for the Protection of Entrepreneurs’ Rights. From 2009 to 2013, he served as first deputy head of the Main Department of Justice of Tashkent city. From 2016 to 2023, he held various positions within the Ministry of Justice system.

The change in the agency head’s status is intended to ensure closer coordination between the agency and the Ministry of Justice as Uzbekistan reforms its insolvency system.
