Tashkent, Uzbekistan (UzDaily.uz) — E-commerce platform operators, order aggregator operators, and digital streaming service operators in Uzbekistan will be subject to a mandatory notification system starting 23 September 2026, according to the National Agency for Prospective Projects (NAPP).

The administrative rules were approved by an order of the NAPP director on 5 August 2026 and registered by the Ministry of Justice on 19 August 2026 under Registration No. 3927. The formal regulation enters into force on 24 September 2026, pursuant to Law No. ZRU-1154 dated 22 June 2026.

Under the regulations, eligible operators must be registered as legal entities within Uzbekistan and comply with national legislation covering e-commerce, personal data protection, copyright and related rights, consumer protection, and advertising.

Operators are required to adhere to retail trade rules, operate an information system capable of servicing e-commerce participants, and guarantee the accuracy of data submitted in notifications. Where mandated by law, employment contracts must be registered in the Single National Labor System. Operators must also provide activity-related information to the authorized body free of charge upon request.

To initiate operations, entities must submit a electronic notification through the NAPP information system utilizing the OneID Unified Identification System. Submissions must include the legal entity's name, organizational form, tax identification number (TIN), location, email address, executive phone number, operational site address, site cadastre number, banking details, and executive identification data, accompanied by supporting documentation confirming compliance with operational conditions.

If an operator updates its legal name, registered address, or establishes a new branch or representative office, it must notify NAPP within 10 business days following the registration of changes. NAPP will publish and maintain an active public registry of verified e-commerce operators on its official website.
