Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan has clarified the procedure for imposing administrative liability for traffic violations recorded by cameras installed on company vehicles.

Depending on the circumstances, liability may rest with the person responsible for operating the vehicle or with an employee to whom it was lawfully assigned.

Under Article 17¹ of Uzbekistan’s Code of Administrative Liability, when an automated system records a violation involving a vehicle owned by a legal entity, liability is imposed on the person responsible for operating the vehicle or the person who used it lawfully under a civil-law arrangement.

When considering a case, authorities take into account who was designated as responsible for operating the vehicle and to whom it was formally handed over.

A separate procedure applies to penalty points. Since 1 April 2026, points have also been assigned for certain traffic violations detected by automated photo and video recording systems.

However, administrative fines and penalty points are separate forms of liability. The driver’s identity must be established before penalty points can be assigned, the Road Traffic Safety Department said in its clarification.

The procedure for identifying drivers of company vehicles is set out in regulations approved by Cabinet of Ministers Resolution No. 296 dated 6 May 2025.

Under Clause 5² of the regulations, a legal entity must create a personal electronic account in the relevant information system. Driver details must be entered before the vehicle is handed over, and the employee receiving it must confirm the information.

If information about the actual driver is missing or has not been confirmed in the prescribed manner, the rules set out in the regulations for determining who receives the penalty points apply.

The Road Traffic Safety Department also reminded organisations that an internal order assigning a vehicle to a particular employee is not sufficient on its own.

The prescribed electronic procedure must be followed to identify the driver.
