Uzbekistan Considers Law to Establish International Digital Center
Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis of Uzbekistan has reviewed a draft constitutional law “On the International Center for Digital Technologies,” aimed at creating a special legal regime for the development of the IT sector and attracting international technology companies.
The document proposes establishing a designated territory with a distinct regulatory framework for digital technology activities. The draft law envisions simplified procedures for business registration, licensing, and operations, as well as the introduction of international standards for regulating commercial activity.
Special attention is given to tax and customs regulation. The proposal includes preferential conditions for participants of the Center, including exemptions from certain taxes until 2100 and a simplified import regime for equipment, technologies, and materials.
The draft law also establishes support mechanisms for participants, including a “single window” system for registration and operational management, as well as guarantees for investment protection and intellectual property rights.
In addition, it proposes clear procedures for interaction between Center participants and government bodies, aimed at reducing administrative barriers and facilitating business operations.
The document also allows for the provision of public services through a unified system and the potential application of international legal norms in dispute resolution.
Following consideration, the draft law was conceptually approved by deputies of the Legislative Chamber in the first reading.
