Uzbekistan Approves New Measures for Tashkent's Development

Tashkent, Uzbekistan (UzDaily.uz) — President Shavkat Mirziyoyev has signed a resolution "On Additional Measures for the Socio-Economic Development of the City of Tashkent in 2026–2027" (No. PP-279 of 27 July 2026), approving a package of measures aimed at strengthening the capital's investment potential, supporting young people and expanding cultural infrastructure.

Under the resolution, new socio-economic development mechanisms will be introduced in Tashkent on a pilot basis until 1 January 2031.

One of the measures will allow the city hokim, by decision, to assign land plots within special economic and industrial zones to each district. The measure is intended to expand districts' investment activity, strengthen their cooperation with industrial sites and increase the number of projects implemented.

The resolution also provides for the establishment of a Youth Creative Park in the Youth Center building in Almazar district. The new center will support promising startups, provide training in foreign languages and modern professions, and promote reading.

To support the book industry, entrepreneurs belonging to the Toshkent Kitob Tijorat association will be allowed to install lightweight book pavilions in high-traffic public areas, markets, major shopping centers and on central streets. They will also be permitted to open Book Cafes and create "book streets" in the capital's 24-hour pedestrian areas.

Another measure requires all shopping centers with a floor area exceeding 5,000 square meters to include bookstores.

The resolution is aimed at further developing Tashkent's urban infrastructure, increasing the city's investment attractiveness and expanding public access to cultural and educational spaces.
