Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan has approved a procedure for calculating the Graduate Employment Quality Index, which will be used to assess employment outcomes among graduates of higher education institutions.

The relevant departmental regulatory document was registered by the Ministry of Justice on 31 October 2026 under No. 3964.

The index will be calculated annually based on four indicators: the speed of graduates' employment, the level of stable employment, average monthly income and employment category.

The reporting period will cover 12 months, running from 1 July to 30 June of the following calendar year. This means the assessment will consider not only whether graduates find jobs after completing their studies but also the subsequent stability of their employment and income levels.

Special provisions apply to graduates requiring social protection who are included in the Social Register.

When calculating employment speed and employment category indicators, the maximum coefficients will be applied to these graduates. They will also be counted as having stable employment when the level of sustainable employment is assessed.

If a graduate falls into several employment categories simultaneously, the highest applicable additional coefficient will be used when calculating the relevant indicator.

The introduction of the index was предусмотрена by Presidential Decree No. UP-58, dated 10 April 2026.

The document also provides for annual financial incentives for the career centres of the 20 higher education institutions achieving the strongest results.

Each selected career centre will receive 500 million soums annually. The total annual funding allocated for this purpose will therefore amount to 10 billion soums.
