Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan has introduced new regulations governing advertising text messages and promotional phone calls from 1 November, requiring companies and mobile operators to obtain subscribers' prior consent before sending marketing communications.
Under the new rules, consent to receive advertising must be provided in writing or electronically. The requirement applies to both organizations and individuals using mobile networks to distribute promotional messages.
The regulations also introduce restrictions on when companies can contact subscribers. Advertising calls and SMS messages sent through mobile networks are prohibited between 18:00 and 09:00.
Subscribers will be able to decide whether they wish to receive promotional messages and calls. Those seeking to opt out can contact their mobile operator and request that advertising communications be blocked.
Users will have the option to restrict such communications either completely or partially, allowing them greater control over the advertising they receive.
The changes also affect businesses engaged in bulk advertising campaigns. Companies conducting mass promotional messaging will be required to register the systems they use in a dedicated state register for personal data processing.
The new requirements are intended to regulate advertising communications through mobile networks and protect subscribers from unwanted messages and calls.
Companies will be required to respect subscribers' preferences and comply with the legally established restrictions on advertising communications.
Violations of the new requirements will be subject to liability under legislation governing advertising and personal data protection.
The document also introduces changes affecting government information systems.
In particular, from 1 October 2026, changes to citizens' personal information must be automatically reflected in all relevant government databases through the interagency data exchange system.
