Tashkent, Uzbekistan (UzDaily.uz) — Business payment platform Rahmat and Uzbek technology company Gorgona AI will explore the possibility of merchants accepting payments made by AI agents. The companies signed a memorandum of cooperation on 22 September during ICT Week Uzbekistan 2026.

The initiative concerns programs that can select products, place orders and pay for purchases on behalf of a person within the authority granted to them. For merchants, this format creates new challenges related to identifying transactions, verifying an agent’s authorization, issuing receipts and processing refunds.

Under the cooperation, Rahmat and Gorgona AI plan to work on four areas. The first involves identifying payments made by AI agents and checking whether transactions comply with the granted authorization, including purchase categories, spending limits and validity periods. If a transaction falls outside those parameters, it is planned to be referred to the customer for confirmation.

The second area involves presenting merchants in a format that AI agents can understand. This would include product catalogs, prices, availability, delivery and return terms, as well as an invoice for an order placed by an agent.

The companies will also study procedures for issuing receipts, processing refunds and resolving disputed transactions, as well as allocating responsibility among the customer, AI agent, merchant and payment organization.

The fourth area concerns controls over agent transactions. It will include anti-fraud measures, personal data masking and maintaining a log of AI agent actions.

Each merchant will decide whether to accept payments from AI agents. Customers will be able to revoke the authority granted to an agent at any time. The existing procedure for processing payments through Rahmat will not change: the new mechanisms are intended to operate before and alongside the payment process.

At the initial stage, the companies will establish a working group to determine the channels for development, including internet acquiring, payment links, a unified QR code and cash register solutions. They will also define performance indicators for evaluating the results.

The next step is planned to be the creation of a prototype in an isolated environment involving test merchants and synthetic data. A potential pilot with real merchants will only be conducted after the prototype is completed, under a separate agreement and with the consent of the participating businesses. The memorandum does not provide for the transfer of personal or payment data.

In August, Gorgona AI signed a memorandum with national payment system Humo covering the customer side of the transaction — granting AI agents authority, verifying that authority and revoking it. The cooperation with Rahmat covers the other side of the transaction — payment acceptance by the merchant.

“Payment is the simplest part of an agent purchase: the money moves through the same channels as it does now. The questions begin afterward,” said Gorgona AI Head of AI Alexander Simonenko. According to him, the companies intend to find solutions for issuing receipts and processing refunds before the first real transactions take place.

The memorandum is framework-based and will remain in effect until 31 December 2027.
