Tashkent, Uzbekistan (UzDaily.uz) — Kyrgyzstan’s Cabinet of Ministers has approved a conclusion on an agreement with Uzbekistan on state social insurance and pension provision.

The agreement provides for the mutual recognition of insurance periods accrued in the two countries and the payment of pensions regardless of where recipients live, the press service of Kyrgyzstan’s Cabinet of Ministers reported.

The agreement was signed on 30 July 2026 in Cholpon-Ata. The Social Fund of Kyrgyzstan has been designated as the body responsible for its implementation. The conclusion will be submitted to the Zhogorku Kenesh for consideration.

Under the agreement, each country will independently determine a citizen’s entitlement to a pension, taking into account insurance periods accrued under its national legislation, and assign payments in accordance with its own rules.

If the insurance record accumulated in one country is insufficient to qualify for a pension, periods of employment in Kyrgyzstan and Uzbekistan will be added together.

Pensions are to be transferred directly to recipients regardless of their country of residence. Delivery costs must not be deducted from the amount paid.

The agreement covers several types of pension provision. In Kyrgyzstan, it applies to insurance pensions for old age, disability and loss of a breadwinner, as well as payments from the State Accumulative Pension Fund.

In Uzbekistan, it covers state pensions for old age, disability and loss of a breadwinner, as well as payments from funded pension accounts.

Separate provisions regulate the secondment of employees and extensions of secondment periods. These rules are intended to ensure that social insurance requirements are applied in a way that prevents employees from having to pay insurance contributions in both countries simultaneously.

However, guarantees paid from the republican budget on the basis of permanent residence are excluded from the agreement.

The conclusion on the agreement was approved by the relevant committees of the Zhogorku Kenesh. The Committee on International Affairs, Defence, Security and Migration adopted its decision on 16 September 2025, No. 6-7684/25, while the Committee on Social Policy adopted its decision on the same date, No. 6-7698/25.

Kyrgyzstan’s Cabinet of Ministers approved the conclusion by Order No. 895-t dated 16 October 2026.

The order submitting the conclusion to the Zhogorku Kenesh is dated 22 October 2026 and bears No. 805-t.
