Tashkent, Uzbekistan (UzDaily.uz) — More than 315,000 entrepreneurs in Uzbekistan will be able to use the “Second Chance” economic amnesty mechanism to have accrued tax penalties written off if they fully repay their tax debts by the end of 2026. The Chamber of Commerce and Industry of Uzbekistan reported this.
Under Presidential Decree No. UP-175, the measure applies to small and medium-sized businesses that fully repay tax debts outstanding as of 1 September 2026 by 31 December.
If this condition is met, the accrued penalties will be written off. Enforcement proceedings against the entrepreneurs will also be terminated.
According to the Chamber of Commerce and Industry, 315,200 entrepreneurs currently have tax debts. Their total debt amounts to 9.5 trillion soums, while accrued penalties total 1.5 trillion soums.
The decree also provides for additional support measures. Entrepreneurs who independently correct errors in their tax reporting and pay any additionally assessed tax by the end of the year will not be charged penalties.
In addition, certain penalty debts accumulated between 2019 and 2025, totalling 1.6 trillion soums, are planned to be written off. A separate measure provides for the write-off of turnover tax penalty debts amounting to 39.8 billion soums.
To qualify for the penalty write-off under the “Second Chance” mechanism, an entrepreneur must fully repay their tax debt by 31 December 2026.
