UzLiDeP Reviews Bill to Toughen Penalties for Serious Traffic Violations

Tashkent, Uzbekistan (UzDaily.uz) — The parliamentary faction of the Uzbekistan Liberal Democratic Party (UzLiDeP) has reviewed a draft law proposing tougher penalties for a number of serious traffic violations. According to the party, the legislation is aimed at improving road safety and protecting the lives and health of citizens.

The bill proposes amending the Code of Administrative Responsibility by introducing a new sanction allowing the temporary seizure of motor vehicles. Under the proposal, courts would be able to order vehicles belonging to offenders to be placed in an impound lot for a period ranging from six months to one year.

The draft law also provides for stricter penalties for allowing minors to drive, participating in illegal street races, excessive speeding and driving under the influence of alcohol.

In particular, motorists exceeding the speed limit by more than 80 km/h could face a fine of up to 26.8 million soums together with the suspension of their driving licence.

The proposal also introduces criminal liability in cases where allowing a minor to drive results in serious consequences.

In addition, the bill seeks to strengthen measures against dangerous driving, illegal street racing and other hazardous behaviour on public roads. Under the proposed amendments, motor races would only be permitted as organised sporting events held at specially equipped venues that comply with safety requirements.

UzLiDeP said the proposed changes are intended to reduce the number of road accidents and improve discipline among road users.

In June, an interagency working group presented President Shavkat Mirziyoyev with a package of proposals to strengthen liability for traffic offences. The initiatives included the temporary seizure of vehicles for five categories of serious violations, the introduction of separate administrative penalties for allowing minors to drive, organising or participating in illegal races, and leaving heavy trucks parked on roadsides at night.
