Uzbekistan, Türkiye's TOKI to Prepare Housing Renovation Pilot Program
Tashkent, Uzbekistan (UzDaily.uz) — The National Committee for Urbanization and Sustainable Housing Market of the Republic of Uzbekistan has reached an agreement to launch practical cooperation with the Housing Development Administration of Türkiye (TOKI).
The partnership will cover strategic areas such as the construction of affordable housing estates, comprehensive renovation of urban areas, and modern urban planning. According to official information from the agency, the Turkish side confirmed its readiness to promptly join the formation and expert support of the first pilot renovation program in Uzbekistan.
The agreements were recorded in Ankara during an official visit of the Uzbek delegation to Türkiye.
The Chairman of the National Committee, Sherzod Kudbiev, held a working meeting with the head of TOKI, Mustafa Sungur. During the meeting, the sides analyzed in detail the long-standing experience of the Turkish state administration in providing high-quality yet affordable housing to broad segments of the population, as well as mechanisms for the safe renewal of outdated and dilapidated housing stock.
The economic model of income distribution used by the Turkish colleagues in the implementation of large-scale state programs was of particular interest to the Uzbek side.
According to the data presented by the leadership of TOKI, this financial model is based on the principle of cross-subsidizing. The administration attracts significant investment through the parallel implementation of commercial development projects with high market value. The profit generated in this manner is accumulated and purposefully redirected by the state to co-finance the construction of social housing, install accompanying engineering and communication infrastructure, and subsidize large-scale urban renewal programs in the provinces.
The Turkish state administration TOKI possesses unique institutional competences in the field of housing policy, focusing exclusively on social programs and the elimination of dilapidated housing. During its operational activity, the agency has successfully commissioned approximately 1.7 million units of affordable social housing across Türkiye.
Summarizing the results of the negotiations, Mustafa Sungur confirmed the intention to mobilize leading Turkish specialists and architects to jointly develop project and estimate documentation and the regulatory framework for future pilot renovation quarters with the National Committee of Uzbekistan.
