Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan will establish population and agricultural statistical registers by the end of 2027 and introduce the regular calculation and publication of population figures. The measures are outlined in the National Statistics Development Strategy through 2030, approved by Presidential Decree No. UP–190 dated 10 September 2026.
According to the document, the population statistical register will be created based on the results of the population and agricultural census. Government databases containing population information are expected to be coordinated and integrated with the register to ensure that data is updated continuously.
Before the register becomes operational, the state institution Cybersecurity Center will assess its compliance with cybersecurity requirements. Following the issuance of a relevant conclusion, the system will be launched, while its security will be monitored on a permanent basis.
Access to individual-level data in the register will be restricted. Specifically authorized employees will be permitted to use the information solely for statistical purposes and the production of aggregated statistical data. Government bodies, other legal entities and individuals will be prohibited from accessing individual information.
A statistical agricultural register will also be established, with a mechanism for continuously updating its data.
The national strategy covers 2026–2030 and provides for the modernization of the statistical system in line with international standards, improved data quality, wider use of administrative and alternative sources, digitalization of processes and the application of artificial intelligence technologies.
By 2030, the statistical reporting burden on businesses is expected to be reduced by 20%. The number of administrative and alternative data sources used in official statistics should increase 1.7-fold. Through the use of artificial intelligence, data processing times are expected to fall by 20%, while the cost of obtaining a single dataset should decline by 25%.
Business registration will also be carried out in 2026–2027.
One of the strategy's goals is to improve Uzbekistan's position in the World Bank's Statistical Performance Indicators. By 2030, the country aims to enter the top 50 states with the highest scores on the index.
The population and agricultural census results will serve as the basis for creating the statistical registers. According to preliminary census results, Uzbekistan's permanent population totaled 39,047,321 people. Of these, 19,766,166, or 50.6%, were men, while 19,281,155, or 49.4%, were women.
A total of 21,276,729 people, or 54.5% of the population, live in urban areas, while 17,770,592 people, or 45.5%, live in rural areas.
In addition, a National Data Platform will be launched on the basis of the Open Data Portal by 1 July 2027. It is intended to ensure the management of government data under unified rules and improve its quality, relevance and interoperability.
Datasets held by government bodies and organizations will be integrated gradually based on common requirements for formats, classifications, identifiers and metadata.
The platform is expected to host open and administrative data, information for training artificial intelligence models, and 50 anonymized microdata datasets. It will also include tools for business intelligence analytics, machine learning, API services, data cataloging and version control.
The platform is expected to enable government bodies to make decisions based on up-to-date data and accelerate information exchange between agencies. For the statistical system, it will expand the use of administrative data and reduce the need to collect information repeatedly.
For businesses, the platform is expected to reduce excessive data-reporting requirements. Researchers, journalists and the public will gain broader access to open data suitable for analysis and reuse.
In addition, under Presidential Decree No. UP–190, statistical data prepared by the National Statistics Committee, the Central Bank and the Ministry of Economy and Finance will be assessed for compliance with international standards and codes.
The assessment in 2027–2028 will be conducted jointly with the International Monetary Fund. The review will be carried out based on the ROSC Assessment methodology.
The assessment will examine the methodologies used to produce statistical data, the information sources involved, the coverage and frequency of statistical indicators, as well as the reliability and comparability of the data.
It will also review the procedures for publishing statistical information, including its openness and clarity for users.
The assessment is expected to determine the extent to which current processes comply with international criteria, identify best practices and highlight areas requiring improvement. Based on the findings, recommendations will be developed to further improve the preparation and dissemination of statistical data.
The assessment is expected to contribute to improving the quality and international comparability of macroeconomic and financial statistics produced in Uzbekistan.
At the same time, data use must comply with confidentiality, information security and personal data protection requirements.
As a result of implementing the strategy, Uzbekistan's statistical system is expected to shift toward a continuously updated operating model in which census data, administrative sources and other information resources are used to create an up-to-date statistical database.
