Uzbekistan Introduces Unified Rules for State Aid to Business

Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan has introduced a unified approach to providing state aid to businesses that meet the same eligibility conditions. The relevant regulation was approved by Cabinet of Ministers Resolution No. 462 dated 4 September 2026.

The document establishes procedures for assessing the impact of state aid on competition when draft regulatory legal acts are being prepared.

One of the key provisions is the “all or nothing” principle. Under the new approach, if businesses operating in commodity or financial markets meet the same conditions and criteria for receiving state aid, the support must be provided to them on equal terms. Selective selection of individual recipients is not permitted in such cases.

At the same time, state aid may be provided to address a range of socioeconomic and sector-specific objectives. These include increasing the level of development of individual regions and sectors of the economy, as well as supporting innovative projects.

Government support measures may also be aimed at ensuring employment and implementing socially significant projects, as well as carrying out research and development activities.

Environmental policy has also been identified as a separate area of support. State aid may be provided for environmental protection and improving the country’s environmental situation.

The regulation separately provides for the possibility of supporting small and medium-sized businesses, as well as women entrepreneurs.

The Competition Promotion and Consumer Protection Committee has been designated as the authorized body responsible for assessing the impact of state aid on competition.

The regulation is aimed at establishing unified approaches to providing government support and assessing its potential impact on the competitive environment.
