Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan's Cabinet of Ministers has approved new regulations governing temporary housing and social rehabilitation for individuals without a fixed address, under Resolution No. 447 dated 18 August 2026.

The administrative regulations establish a systematic process for identifying and assisting homeless citizens. Internal affairs officers and social workers providing integrated services at the mahalla level will conduct regular outreach in public areas, including streets, train stations, markets, pedestrian underpasses, and uninhabitable structures.

Identified individuals will be offered placement in Temporary Accommodation and Social Rehabilitation Centers. Adult citizens may also apply directly to the centers voluntarily, and children will be housed together with their parents.

Prior to admission, individuals must undergo a medical examination at the emergency department of a district or city medical facility. Admission is permitted provided the examination reveals no conditions requiring urgent emergency medical care or infectious diseases that would prevent placement.

Applicants must submit required information to complete a registration form, which signifies consent to stay at the center and abide by internal regulations. Upon completion of registration, individuals are admitted for an initial period of seven days, which may be extended up to six months under specific conditions defined by the regulation.
