Mirziyoyev Signs Constitutional Law on Presidential Administration

Tashkent, Uzbekistan (UzDaily.uz) — Uzbek President Shavkat Mirziyoyev has signed the Constitutional Law “On the Administration of the President of the Republic of Uzbekistan.”

The law defines the legal status of the Presidential Administration, its main tasks and its interaction with state bodies.

Under the law, the Presidential Administration is a state body that provides organizational, legal and analytical support for the exercise of the President’s powers.

It is formed by the President, operates in the main areas determined by him and is directly subordinate and accountable to the head of state.

The Constitutional Law consists of four chapters and 34 articles. It establishes mechanisms for supporting the President’s activities within the Administration’s existing powers, including organizing the implementation of decrees, resolutions, orders and instructions issued by the head of state.

The Administration’s main tasks include providing organizational, legal and analytical support for the President’s constitutional powers, drafting decrees, resolutions and orders, and organizing and monitoring their implementation.

The Administration will also participate in developing new presidential initiatives on the country’s socio-economic and socio-political development, organizing open dialogue with the public and entrepreneurs, and preparing decisions on issues affecting them.

The law provides for preparing legislation for the President to sign or return, organizing preparations for the President’s Address to the Oliy Majlis, and coordinating the activities of state bodies and organizations directly subordinate and accountable to the President.

The document separately defines the legal status and responsibilities of the Head of the Administration, as well as procedures for appointing and dismissing senior officials and other officeholders. It also establishes the legal basis for the activities of the Security Council under the President.

As part of its support for the head of state, the Administration will interact with parliament, the Government, ministries and agencies, local hokimiyats, judicial authorities and the judicial community.

The Administration will also coordinate the activities of state bodies directly subordinate to the President and prepare proposals for improving their work for submission to the head of state.

The law also provides for social, economic and legal protection measures for Administration employees in the performance of their official duties.
