Mirziyoyev Proposes Expanding 'SCO Plus' Cooperation
Tashkent, Uzbekistan (UzDaily.uz) — Uzbek President Shavkat Mirziyoyev proposed expanding practical cooperation within the "SCO Plus" format alongside the United Nations and regional bodies, speaking at an "SCO Plus" meeting in Bishkek on 1 September 2026, the Uzbek presidential press service said.
The meeting, focused on the UN's role in shaping a multipolar world order, was attended by delegation heads from SCO member states, leadership of permanent SCO bodies, leaders of observer and partner nations, guests, UN Secretary-General António Guterres, and heads of other international organizations.
Addressing the gathering, Mirziyoyev emphasized defining how states and regional bodies can support global institutions. He stated that the UN must retain its central coordinating role, while regional organizations should complement its efforts based on local conditions, needs, and capabilities. He highlighted "SCO Plus" as a framework capable of uniting states, regions, and organizations around a shared agenda to align global governance initiatives.
Mirziyoyev reaffirmed Uzbekistan's commitment to open cooperation across Eurasia, stating that connectivity is essential for strategic autonomy and resilience. He noted that multipolar dynamics must not create new dividing lines.
Among his proposals, Mirziyoyev advocated developing "SCO Plus" into a platform for interregional dialogue covering sustainable growth, high technology, climate adaptation, human capital, accessible education, and youth support. To align approaches within the UN framework, Uzbekistan proposed establishing a Partnership Network of Regional Organizations built upon the "SCO Plus" format.
On the UN Sustainable Development Goals, Mirziyoyev proposed creating an Open Bank of Interregional Projects and Technologies spanning environmental management, green energy, digital services, and healthcare.
Regarding economic cooperation, the president stated that businesses must see concrete outcomes, such as simplified market access, expanded cross-border corridors, and increased direct investment. He proposed granting the "SCO Invest" forum permanent status to drive practical results.
Mirziyoyev also proposed creating a permanent "SCO Plus" Forum of Cultures and Civilizations, offering to host its inaugural gathering in Khiva. He concluded by noting that strengthening ties across regions builds a firmer foundation for stability and mutual trust.
