Tashkent, Uzbekistan (UzDaily.uz) — Uzpromstroybank topped the ranking of commercial banks by mortgage lending activity as of 1 October 2026, climbing three positions. Aloqabank took first place in the ranking of banks’ activity in financing residential construction, rising seven places, according to the Central Bank of Uzbekistan.

The rankings cover two areas: mortgage lending to individuals and financing for residential construction. The Central Bank stressed that they measure banks’ activity in developing the housing and mortgage markets and do not reflect their overall financial stability or business performance.

Mortgage lending to individuals

Uzpromstroybank rose from fourth to first place in the mortgage activity ranking.

The National Bank of Uzbekistan retained second place. Xalq Bank fell two positions, from first to third, while Ipoteka Bank dropped one place to fourth.

Agrobank climbed two positions to fifth, while Asakabank retained sixth place. Microcreditbank fell two places to seventh. Turonbank, Orient Finans Bank and Trustbank completed the top 10, retaining eighth, ninth and tenth places, respectively.

Uzpromstroybank recorded the largest improvement in this ranking, while Xalq Bank and Microcreditbank experienced the biggest declines. Half of the banks in the top 10 retained their positions.

Mortgage activity is assessed using 10 indicators. Three carry the highest weight, at 17% each, accounting for 51% of the overall score. They measure the year-on-year change in mortgage lending during the current year, the volume of mortgages financed from a bank’s own funds, and the share of subsidised mortgages among loans financed from the state budget.

The total volume of mortgages issued during the current year accounts for 15% of the score. The total volume of mortgages issued over the past three years and the volume financed from banks’ own funds over that period each carry a 10% weighting.

Mortgage portfolio quality accounts for 6%. The share of mortgages in total loans to individuals issued during the current year, the weighted average interest rate and the average interest rate on mortgages issued during the year each account for 5%.

Financing residential construction

Aloqabank rose from eighth place to first in the ranking for financing residential construction. Agrobank and Business Development Bank each fell one position to second and third places, respectively. Uzpromstroybank climbed three places to fourth.

The National Bank dropped two positions to fifth, while Turonbank retained sixth place. Xalq Bank fell two places to seventh. Hamkorbank recorded the largest decline in this ranking, dropping four positions to eighth. Ipoteka Bank and Microcreditbank remained ninth and tenth, respectively.

This ranking is based on nine indicators. Five carry a weighting of 15% each, accounting for 75% of the overall score. These include loans issued to construction contractors during the current year and over the previous three years, the year-on-year change in lending volume, loans financed from banks’ own funds during the current year, and the quality of banks’ residential construction loan portfolios.

Loans financed from banks’ own funds over the past three years account for 10%. The share of contractor loans in the overall corporate loan portfolio, the share of these loans in total lending to legal entities, and the weighted average interest rate on loans financed from banks’ own funds during the current year each account for 5%.

Overlap between the two rankings

Seven banks featured in the top 10 of both rankings: Uzpromstroybank, the National Bank of Uzbekistan, Xalq Bank, Ipoteka Bank, Agrobank, Microcreditbank and Turonbank.

Uzpromstroybank was the only bank to improve its position in both rankings, climbing three places in each. The National Bank ranked second for mortgage lending and fifth for residential construction financing. Agrobank placed fifth and second, respectively.

Asakabank, Orient Finans Bank and Trustbank appeared only in the mortgage activity top 10.

Aloqabank, Business Development Bank and Hamkorbank featured only in the ranking for financing residential construction.
