Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan's new Law on Real Estate Activities will take effect on 8 November 2026, introducing updated regulations for property services, mandatory liability insurance and a unified electronic register of real estate professionals.
The legislation is intended to improve transparency in the property market, strengthen professional standards and provide greater protection for consumers using real estate services.
The law introduces revised mechanisms for regulating real estate activities, raises qualification requirements for industry professionals and provides for the development of market infrastructure.
One of its central provisions is the establishment of a Unified Register of Realtors, Real Estate Organisations and Real Estate Agents.
The register will be maintained electronically by the authorised state body responsible for regulating the sector.
Information about registered market participants and professional public associations will be published on the authority's official website.
The system is designed to allow citizens to verify the legal status of real estate professionals and organisations before using their services.
Another major provision introduces mandatory civil liability insurance for real estate organisations and agents.
The insurance mechanism is intended to provide additional protection for clients in circumstances covered by applicable legislation and the terms of insurance policies.
The law also provides for the introduction of a Multilisting system, an electronic platform designed to collect, store and exchange information about real estate properties in real time.
The platform is expected to simplify information sharing and cooperation among property market participants while creating opportunities for the development of digital real estate services.
Uzbekistan's State Assets Management Agency has been designated as the authorised government body responsible for overseeing real estate activities.
The new legislation aims to establish a more transparent and professional property market by improving regulatory oversight, strengthening consumer safeguards and supporting the development of modern real estate services.
The reforms are also intended to increase transparency in property transactions and protect the interests of both citizens and businesses operating in Uzbekistan's real estate sector.
