Uzbekistan to Create Energy Passports for Mahallas
Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan will create an energy passport for each mahalla, bringing together key data on electricity and natural gas supplies.
The tool will be used to assess the condition of energy infrastructure, analyze resource consumption and support decisions on network development. The Ministry of Energy of Uzbekistan said.
The energy passport will include the number and composition of consumers, consumption volumes, available capacity, the composition and technical condition of electricity and gas infrastructure, opportunities to connect new consumers and modernization needs.
The collected data will make it possible to analyze the distribution and consumption of energy resources in each mahalla. In particular, the system will be used to identify areas with high technical and commercial losses, sharp or unusual changes in consumption volumes, unaccounted consumption, and connections that are illegal or do not meet technical requirements.
The passport will also make it possible to assess network loads, reserve capacity and technical condition in one place. This should help authorities assess the risk of accidents in advance, take preventive measures and, when necessary, restore energy supplies more quickly.
The Ministry of Energy cited the possibility of rapidly reallocating capacity by using available network reserves as an example. This would allow decisions to be made on switching loads to another direction and prevent consumers from being left without energy supplies for extended periods.
The development of energy passports will also take into account future additional demand associated with new multi-storey buildings, social facilities, enterprises and production sites. If existing capacity is insufficient, authorities will be able to determine which network or transformer needs to be upgraded, where additional infrastructure will be required and how many resources will be needed.
Thus, the energy passport is viewed not only as a data collection system but also as a management tool.
It should enable a comprehensive assessment of energy flows and consumption, losses, network conditions and related risks, as well as help identify the causes of problems, make operational decisions and plan further infrastructure development.
The Ministry said the main objective of the approach is to shift from responding to problems after they occur to proactively assessing their causes and risks, reallocating capacity, restoring supplies and strengthening infrastructure in a timely manner.
