Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan and the Organisation for Economic Co-operation and Development (OECD) have agreed to strengthen cooperation on implementing international tax standards, including measures to prevent base erosion and profit shifting (BEPS) and technical support for international tax reforms.
The agreement followed talks in Paris on 28 October 2026 between an Uzbek delegation led by Tax Committee Chairman Farrukh Pulatov and representatives of the OECD's BEPS Secretariat.
The meeting took place on the sidelines of the 18th plenary meeting of the OECD/G20 Inclusive Framework on BEPS.
The OECD delegation was led by Ben Dickinson, Deputy Director of the OECD's Centre for Tax Policy and Administration.
During the discussions, Uzbekistan outlined its commitment to adopting international tax standards as a strategic priority within its broader economic reform agenda.
According to the Uzbek delegation, implementing these standards is expected to improve tax certainty, strengthen investor confidence, protect the national tax base and support domestic resource mobilisation.
Representatives of the OECD Secretariat acknowledged Uzbekistan's progress in modernising its transfer pricing legislation and removing obstacles to conducting relevant tax audits.
They also highlighted the country's work towards signing the Convention on Mutual Administrative Assistance in Tax Matters (MAAC), as well as its participation in all plenary meetings of the OECD/G20 Inclusive Framework.
According to the OECD's assessment, Uzbekistan is strengthening its position in Central Asia in the field of international taxation.
One of the key outcomes of the meeting was an agreement to work jointly towards Uzbekistan's accession to the Multilateral Convention to Implement Tax Treaty Related Measures to Prevent Base Erosion and Profit Shifting, commonly known as the Multilateral Instrument (MLI).
The OECD intends to provide technical assistance to support Uzbekistan throughout this process.
The parties also discussed the BEPS Secretariat's plans to organise training programmes in Central Asia covering international tax administration standards in the critical minerals extraction sector.
Additional training initiatives would focus on improving the qualifications of judges responsible for resolving tax disputes.
Another topic was the potential resumption of technical assistance under the Tax Inspectors Without Borders (TIWB) programme, which supports the development of tax administration capabilities.
The two sides also considered opportunities to organise regional events in Uzbekistan in cooperation with the OECD.
The Uzbek delegation reaffirmed its readiness to share the country's experience in implementing international tax standards with other Central Asian countries.
Uzbekistan also expressed its intention to continue deepening cooperation with the OECD on tax policy, administration and international taxation practices.
