Uzbekistan Introduces Wide-Ranging Legal Changes from 1 August

Tashkent, Uzbekistan (UzDaily.uz) — A package of legislative changes affecting business activity, public administration, agriculture, taxation, industrial safety, the digitalization of public services, and environmental protection will take effect in Uzbekistan on 1 August 2026.

Among the key changes are new rules governing exchange trading in liquefied gas, restrictions on the use of natural gas by greenhouse operators in Tashkent and selected districts of the Tashkent region, and a requirement that all inspections of business entities be conducted only after registration through a QR code-based system.

New government support measures for selected sectors of the economy will also come into force at the beginning of August.

Owners of "smart" orchards will become eligible for tax incentives, while fish farming enterprises will receive an additional package of benefits and preferences. Young farmers will be able to use accounting and reporting services provided by district farmers' council centers free of charge for two years.

The government will continue expanding the digitalization of public services.

Vehicle owners will be able to retrieve their vehicles from impound lots using a QR code, while an automated system for selecting inspection targets will be introduced for phytosanitary inspections of quarantine-controlled goods. Digital technologies will also be further integrated into the operations of state archives.

The changes also affect tax administration.

Citizens and businesses will be able to evaluate tax officials based on customer service standards. In addition, loan agreements and warehouse storage agreements will be required to be registered with the tax authorities.

In the field of industrial safety, a financial incentive mechanism will be introduced under which individuals who report violations of industrial safety requirements will receive a reward equal to 20% of the imposed fine.

From August, a compensation program for scrapping old vehicles will also come into effect, while a temporary moratorium on hunting rare animal species will be introduced as part of environmental protection measures.

The package of legislative changes is aimed at further advancing the digitalization of public services, improving the business environment, supporting domestic producers and farmers, and strengthening environmental and industrial safety across the country.
