Uzbekistan Adds Capitalbank to Capital Market Sandbox

Tashkent, Uzbekistan (UzDaily.com) — The National Agency for Prospective Projects of Uzbekistan has registered Joint-Stock Commercial Bank “Capitalbank” and Kapital Securities LLC as participants in a special legal regime known as the “Regulatory Sandbox” in the capital market sector.

As part of the project, Capitalbank plans to act as an issuer of foreign currency-denominated bonds, while Kapital Securities will serve as an investment intermediary for their issuance and placement.

It was noted that the issuance and circulation of foreign currency-denominated bonds by domestic issuers under the special legal regime is a new financial instrument provided for under Presidential Decree No. UP-254 of 18 December 2025 on additional measures to improve the investment climate in the capital market.

The project is aimed at developing the capital market and expanding the use of new financial instruments in the country.
