Tashkent, Uzbekistan (UzDaily.uz) — The 19th International Conference of Administrators and Registrars of Country-Code Top-Level Domains of Eastern Europe and Central Asia, TLDCON 2026, will be held in Tashkent on 22–23 September 2026. The event will take place at the Panarams Tashkent Hotel.
The conference is organized by the Coordination Center for TLD .RU/.РФ and the Russian Institute for the Development of Public Networks (RosNIIRОS). Technical Center of Internet is the general partner, while MSK-IX and Runity Group are partners. UZINFOCOM is the host organization.
Over two days, participants will discuss key issues related to the development of national domains and the domain industry. The programme includes eight thematic sessions and two lectures by Russian and international experts.
Key topics include the use of artificial intelligence in internet infrastructure, cybersecurity, regulation, special domain service regimes, domain name marketing and human capital development.
“The TLDCON 2026 programme covers all key issues related to the development of national domains and the global domain industry, from the introduction of AI technologies and cybersecurity to regulation, marketing and the development of young talent. It is important that these topics will be discussed based on the practical experience of participants,” said Andrey Vorobyov, director of the Coordination Center for TLD .RU/.РФ.
On 21 September, the conference’s “zero day” will feature an expert session titled “Indicators for the Implementation of Universal Acceptance Principles in the ITU System.” Participants will discuss the possibility of creating a unified system of indicators, as well as data sources and methods for collecting them.
The opening of TLDCON 2026 will be attended by First Deputy Minister of Digital Technologies of Uzbekistan Oleg Pekos and UZINFOCOM Director General Emil Gimranov.
The first day of the conference will begin with the “Partners’ News” session, where representatives of Russian and foreign registries, international organizations, technology companies and registrars will present projects and developments from the past year and plans for the current year.
Experts will then discuss special domain service regimes, including domain categories with specific registration and lifecycle requirements. The programme will also feature a presentation by Jeff Houston of APNIC on the operation of DNS resolvers.
Separate sessions on the first day will focus on the use of AI in internet infrastructure, cyber protection and domain ecosystems, as well as domain marketing. The programme will conclude with the interactive GoCreate! session, dedicated to using new technologies and creative marketing tools to expand the use of domain names and increase brand awareness.
The second day will focus on the security of domain infrastructure. It will open with a presentation by Alexey Lukatsky of Positive Technologies on future threats to national registries, including the shift from ransomware to AI agents.
Sessions will also address combating DNS abuse and preventing large-scale coordinated attacks, as well as practical issues related to threat analysis and modelling protection for DNS infrastructure.
The conference will conclude with a youth session focusing on the participation of young specialists in internet governance, required competencies and relevant educational initiatives.
Key speakers are expected to include representatives of RSS, F6, beCloud, KAZNIC, Runity, RosNIIRОS, ICANN, MSK-IX, VKontakte, hoster.by and other organizations.
TLDCON 2026 will be held in a hybrid format, both in person and online.
