Tashkent, Uzbekistan (UzDaily.uz) — The Eurasian Development Bank (EDB), together with international financial institutions and investors, is preparing to establish the Central Asia and Caucasus Private Equity Fund (CACPEF).
The initiative aims to attract long-term capital for promising companies across the region and support industrial development.
Participants include China Investment Corporation (CIC), the Oman Investment Authority (OIA), Uzbekistan’s Fund for Reconstruction and Development (UFRD), Turkish fund OYAK, the EDB and Shenwan Hongyuan Securities Co., Ltd.
Sovereign wealth funds from Central Asian countries, regional development banks, pension funds and other financial institutions are also being invited to participate.
CACPEF is intended to invest in promising companies in Central Asia and the Caucasus. Its participants plan to combine long-term capital with investors’ industry expertise and business networks in China, the Middle East and the region.
According to the initiative’s participants, deeper trade and economic cooperation between China and Central Asian countries is creating new investment opportunities. The fund is expected to help regional companies gain access to international capital, technology, industry expertise and new markets.
The EDB said its participation aligns with the bank’s 2027–2031 Strategy, which provides for attracting international capital to member states, including through specialised investment funds.
“Companies in Central Asia and the Caucasus need long-term capital to expand their businesses and enter new markets. Working with partners from China, Oman, Uzbekistan and Türkiye will allow us to combine international investment opportunities with our knowledge of the region. For the EDB, participation in preparing the fund is one way to attract additional resources to the economies of member states and support the growth of regional companies,” said Daniyar Imangaliyev, EDB Deputy Chairman of the Management Board.
The fund initiative forms part of the bank’s efforts to expand cooperation with partners in China and the Middle East. On 6 October 2026, the EDB and Oman’s Ministry of Finance signed an agreement setting out the terms of the bank’s presence in the sultanate. This marked the first step in Oman’s accession process to the EDB.
The bank also has a representative office at Abu Dhabi Global Market (ADGM), an international financial centre. In October 2026, the EDB issued its debut dim sum bonds in Hong Kong.
According to the bank, its cumulative investment portfolio comprised 348 projects worth a total of US$22.1 billion as of the end of June 2026. Most of the investment is directed towards projects with regional integration benefits in transport infrastructure, digital systems, green energy, agriculture, industry and mechanical engineering.
The EDB is a multilateral development bank operating across Eurasia. Under its 2022–2026 Strategy, the bank is implementing three megaprojects: the Central Asian Water and Energy Complex, the Eurasian Transport Framework and the Eurasian Commodity Distribution Network.
