Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan plans to replace district and city pension offices with compact service units staffed by one to three specialists from 1 January 2027 as part of a reform to digitalise and automate pension administration and treasury services.
The reform is stipulated in Cabinet of Ministers Resolution No. 576, adopted on 19 October 2026. Under the new system, compact offices will be established in every district and city to handle pension assignments, recalculations when circumstances change, changes in pension type and the organisation of payments.
The transition will begin with a pilot phase. From October to December 2026, responsibility for assigning and paying pensions in selected cities in Andijan, Samarkand and Syrdarya regions will be transferred to the territorial departments of the Pension Fund.
Three-member commissions will be established in the pilot districts to consider issues related to the assignment and payment of state pensions. Their work will follow the existing regulations approved by Cabinet of Ministers Resolution No. 592 of 13 October 2022.
After the pilot phase is completed and its results assessed, the compact service model is planned to be introduced nationwide from 1 January 2027.
The reform stems from Presidential Decree No. UP-105 of 26 June 2025, which provides for the abolition of district and city offices of the Treasury Committee and Pension Fund and their replacement with compact service offices.
Uzbekistan also plans to establish a project office within the Pension Fund with the involvement of international consultants. Its responsibilities will include developing the funded pension system and improving its financial sustainability.
