Tashkent, Uzbekistan (UzDaily.uz) — A plenary session on the development of cross-border electronic document exchange (TEDO), regulatory frameworks and cyber resilience was held at the U-Enter Innovation Center on 23 September as part of digital cooperation between Russia and Uzbekistan.
Opening remarks were delivered by Russian Ambassador to Uzbekistan Alexey Yerkhov and Russian Deputy Minister of Digital Development, Communications and Mass Media Alexander Shoitov. The meeting was moderated by Vladislav Luzgin, digital attaché at the Russian Trade Representation in Uzbekistan.
Representatives of Russian and Uzbek government agencies and IT companies took part in the discussion.
Speakers included Ilya Prisyazhnyuk, deputy head of the Electronic Document Management Department of Russia’s Federal Tax Service; Shukurjon Makhamadnozimov, adviser to the CEO of UNICON.UZ on artificial intelligence and IT expertise; Nodir Mukhammadov, head of a department at the National Information Center “Yangi Technologies”; Dmitry Tameev, head of projects for interagency and cross-border electronic document management at SKB Kontur; and Konstantin Rodin, deputy director for business development at IT Bastion.
The plenary session focused on strategic areas of digital cooperation between the two countries and the shared trade and economic foundation for further development of electronic document management.
Makhamadnozimov presented Uzbekistan’s digital transformation priorities. According to him, the transition to sustainable paperless interaction requires the simultaneous development of infrastructure, trust mechanisms and businesses’ practical readiness.
One of the key topics was the outcome of a joint pilot project by Russia and Uzbekistan on the cross-border exchange of shipping documents. The project involved the tax authorities of both countries, electronic document management operators and trusted third parties.
Tameev presented SKB Kontur’s experience in organizing commercial cross-border document exchange through its Diadoc system. Participants also discussed the technical organization of interaction between the two countries, including the operation of a unified republican roaming center and integration with national operators.
Particular attention was given to issues faced by Russian companies when initially connecting to the cross-border system. Discussions covered the advantages and specific features of the local model, interaction with national trusted third parties and technical connection requirements.
Cybersecurity was a recurring theme throughout the discussion. Shoitov emphasized the importance of protecting critical information infrastructure and countering modern cyber threats under the intergovernmental agreement between Russia and Uzbekistan on cooperation in international information security.
Rodin presented technical approaches to securing digital communication channels. Measures discussed included privileged access control, secure routing and environment isolation, aimed at reducing the risk of compromising national digital systems when interstate TEDO gateways are used.
At the end of the meeting, speakers answered participants’ questions. A rapid survey also identified priority steps for regulators and the IT sector to develop a scalable and secure digital partnership between Russia and Uzbekistan.
