Kuva District Governor Reprimanded Over Ethics Breach

Tashkent, Uzbekistan (UzDaily.uz) — Halimjon Umarov, the governor of Kuva district in Uzbekistan's Ferghana Region, has received an official reprimand for violating the code of ethics for public civil servants, Sherzod Saparov, press secretary of the Anti-Corruption Agency, said.

The disciplinary action followed an internal investigation launched after an audio recording published by Daryo in June. The recording allegedly captured the district governor speaking rudely to a senior official, insulting him and demanding that he secure a farmer's refusal to retain a land plot.

Following the publication of the recording, the Anti-Corruption Agency submitted a request to the Ferghana regional administration calling for an internal investigation and a legal assessment of the official's actions.

Following the review, Halimjon Umarov was issued a disciplinary reprimand.

The Anti-Corruption Agency said it would continue monitoring compliance with ethical standards by public officials, promote high professional and moral standards, and ensure accountability for violations.

Halimjon Umarov has served as governor of Kuva district since February 2021.

He previously held the same position in 2018–2019 and also served as deputy governor of Ferghana Region for agriculture and water management.

In December 2025, he was awarded the Dustlik Order on the occasion of Agricultural Workers' Day.
