Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan is continuing to digitalise household waste management, with plans to introduce real-time monitoring of waste collection vehicles and allow residents to track their movements.

The unified Toza makon billing system already enables residents to pay for waste collection services, check charges and monitor their account balances. The next stage will involve online monitoring of specialised vehicles.

Toza makon is integrated with the information systems of government agencies and organisations, allowing residents to pay for municipal solid waste collection through available electronic payment methods.

A Toza makon mobile application has also been developed. Users can check charges, view outstanding debts, track payments and access information about their personal accounts.

Since November 2025, a mechanism has been in force under Uzbekistan’s Law No. ZRU-1044 allowing electricity-related restrictions to be applied in cases of outstanding debt for waste collection services.

A 24-hour call centre has been established under the relevant agency to handle residents’ enquiries. It can be reached at the short number 1205.

Incoming complaints and requests are reviewed to resolve issues promptly, where possible on the day they are received.

Work is currently underway on a monitoring system that will track waste collection vehicles in real time as they enter the areas they serve and check whether they follow approved routes and schedules.

In the future, residents will be able to use the mobile application and a Telegram bot to track waste collection vehicles serving their areas and receive notifications when the vehicles approach. The system will also provide tools for assessing service quality and evaluating the performance of sanitation companies.

The billing system is also set to improve how completed services are recorded. Instead of relying primarily on geographical service zones, the system will track services by residents’ specific addresses and waste collection points.

A separate procedure applies when waste collection services have not actually been provided.

Under Cabinet of Ministers Resolution No. 95, charges for periods during which waste was not collected in accordance with the established procedure must be recalculated.
