Uzbekistan Sets New AI and Digitalisation Targets

Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan’s president has approved measures to improve strategic planning in digital technologies and strengthen the effectiveness of state oversight in the sector. Decree No. UP-141 was signed on 24 July 2026.

The decree provides for updating the Digital Uzbekistan — 2030 and artificial intelligence development strategies through 2030 in line with current requirements and aligning them with the goals of the Uzbekistan — 2030 strategy.

Under the new priorities, the number of young people trained under the Five Million Artificial Intelligence Leaders project is expected to reach 5 million by 2030. The decree also calls for improved radio-frequency spectrum management and further digitalisation of economic sectors.

The decree places particular emphasis on state oversight in information and mass communications, telecommunications, digital technologies and publishing.

Uzbekistan also plans to improve its position in the UN E-Government Survey. By 2030, the country is expected to rank among the world’s top 30 countries in the E-Government Development Index.

According to the document, coverage by fibre-optic communications networks and broadband internet is expected to reach 99%. Conditions are also to be created for residents of remote areas to adopt satellite communications technologies.

Programs for incubating and accelerating digital technology startups will be established. Projects will be able to receive support with the participation of international experts and business mentors.

The country also plans to establish more than 15 artificial intelligence laboratories. A system called Followers of Muhammad al-Khwarizmi will be introduced for high school students, while women’s participation in digital technologies will be expanded.

By 2030, the share of services on the Unified Interactive Public Services Portal provided using artificial intelligence is planned to reach 10%. The share of electronic public services accessible through mobile devices is expected to reach 90%.
