Uzbekistan Senate Approves New Rules for Businesses and Families

Tashkent, Uzbekistan (UzDaily.uz) — The Senate of Uzbekistan’s Oliy Majlis approved at its 18th plenary session a law introducing amendments and additions to several legislative acts.

The legislation introduces a special “Business Without a License” regime and allows a child to be given the father’s first name as a surname. The Senate of the Oliy Majlis of Uzbekistan reported this.

The Law “On Licensing, Permitting and Notification Procedures” is amended to establish the “Business Without a License” regime as a new legal mechanism. It will allow certain types of activities to be carried out without a license or permit for up to three months.

Businesses will be able to start operating electronically by notifying the authorized body without obtaining a license or permit in advance. They will be given additional time to bring their activities into compliance with established requirements. Entrepreneurs will also be able to operate in a testing mode and assess the economic viability of their activities.

Senators said the new mechanism will simplify the process of starting a business, save time and money, and support new entrepreneurial initiatives.

Amendments are also made to Article 69 of the Family Code. They provide for the possibility of giving a child the father’s first name as a surname.

Currently, a child’s surname is determined by the surname of the parents. At the same time, by a decision of the father or mother and in accordance with national traditions, the child may be given the grandfather’s first name as a surname.

Senators said establishing this possibility in legislation will provide additional convenience for citizens and allow their wishes to be taken into account in accordance with national and religious traditions.

The law also amends the Law “On Archival Affairs.” The amendments clarify the powers of authorized state bodies in this area, establish rules for organizing non-state and electronic archives, and set periods for the temporary storage of archival documents in departmental archives.

The law was approved by the senators following consideration.
