Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan will launch a two-month campaign to improve public spaces and carry out sanitary cleaning across the country starting 1 October 2026.
The measures are stipulated in a presidential decree “On measures to strengthen the role of mahallas in implementing the nationwide Yashil Makon project and radically increase the level of landscaping of territories.”
From 1 October, locations for green areas will be identified, land plots will be prepared, and stocks of seedlings and shrubs will be created.
The planting season will begin on 1 November in Karakalpakstan and Khorezm region, and on 5 November in Bukhara and Navoi regions.
In Andijan, Jizzakh, Samarkand, Syrdarya, Namangan, Tashkent and Ferghana regions, as well as Tashkent city, planting will start on 10 November. In Surkhandarya and Kashkadarya regions, the season will begin on 20 November.
Starting 1 January 2027, a “Mahalla Landscaping” package will be introduced as part of the Yashil Mahalla project. The Forestry Agency will assign forestry mentor staff to mahallas. Members of the “mahalla seven” will undergo short-term training courses before each planting season.
From the autumn 2026 season, mahallas will begin creating micro-forests on small land plots, between apartment buildings, and in the courtyards of schools and kindergartens.
The work will be organized by the Council of Ministers of Karakalpakstan, regional and Tashkent city administrations, jointly with the Association of Mahallas of Uzbekistan, the Forestry Agency and the Ministry of Construction and Housing and Communal Services.
On plots ranging from 200 to 1,000 square meters, a dense multi-layer planting method will be used, with at least two tree and shrub seedlings planted per square meter.
In areas where land plots cannot be allocated or where there are concrete and asphalt surfaces, small public gardens will be created.
Regional and Tashkent city administrations and sponsors will install large containers for growing plants, while the Forestry Agency will provide quality seedlings. Mahallas, with the participation of volunteers, will organize planting and plant maintenance.
In addition, a “Green Lot” system will be introduced from 1 January 2027. It will allow the Committee for Ecology, the Council of Ministers of Karakalpakstan, and regional and Tashkent city administrations to provide individuals and legal entities with land plots under agreements to create green gardens and assign names to them.
The allocated territories may be used only for their designated purpose.
They may not be transferred into ownership, developed, have structures installed on them, or be used for other types of activity. At the same time, public access to common-use areas will not be restricted.
