Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan has introduced criminal liability for repeated construction of apartment buildings without the required permit. Depending on the circumstances, the violation may carry a prison sentence of up to seven years.
The changes were introduced by Law No. ZRU-1179, adopted on 28 September 2026. The law is aimed at improving state control and management in the construction sector.
A permit must be obtained from territorial inspectorates overseeing construction and housing and communal services before construction and installation work can begin.
If the unauthorized construction of an apartment building is committed repeatedly after an administrative penalty has been imposed, the offender may face imprisonment for three to five years.
A more severe punishment applies if a violation of urban planning legislation results in a person’s death or other serious consequences. Such violations carry a prison sentence of five to seven years.
The law will enter into force three months after its official publication.
