Uzbekistan Approves Rules for Bonded Warehouses
Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan's Cabinet of Ministers has adopted Resolution No. 388 approving the procedures for the operation of bonded warehouses and the sale of goods through them, establishing rules for a new e-commerce infrastructure.
Under the resolution, a bonded warehouse is defined as a specially equipped facility for storing imported goods under customs control before they are sold to individuals through dedicated electronic trading platforms.
The document approves procedures for establishing and operating bonded warehouses, as well as rules governing the retail sale of goods through dedicated electronic trading platforms.
To be included in the register of bonded warehouses, an operator must hold a free warehouse licence, conclude an agreement with a dedicated electronic trading platform, operate an electronic inventory system integrated with the customs authorities, and have warehouse facilities covering at least 15,000 square metres.
The resolution also sets requirements for inclusion in the register of dedicated electronic trading platforms. Operators must be registered as legal entities in Uzbekistan, comply with personal data protection legislation, use an online or virtual cash register, and maintain infrastructure capable of storing, dispatching and delivering goods throughout the country.
The Customs Committee has been designated to maintain the register of bonded warehouses, while the National Agency for Perspective Projects will oversee the register of dedicated electronic trading platforms.
The development of the bonded warehouse system forms part of the government's policy to modernise e-commerce. In April 2026, President Shavkat Mirziyoyev reviewed proposals for expanding the sector, including the development of a network of modern warehouses with the participation of major international marketplaces and the integration of digital platforms and bonded warehouses with tax and customs information systems.
