Tashkent, Uzbekistan (UzDaily.uz) — The third meeting of the Regional Councils of Uzbekistan and Russia was held in Ferghana with the participation of representatives of the two countries’ governments, regional leaders, ministries and agencies, business circles and official delegations.

During the meeting, Uzbekistan’s Deputy Prime Minister Jamshid Khodjayev read out President Shavkat Mirziyoyev’s address to the participants of the Council. Russia’s First Deputy Prime Minister Denis Manturov conveyed greetings from President Vladimir Putin.

Ferghana Region Governor Khairullo Bozorov noted that political dialogue and trust between the leaders of the two countries had brought Uzbek-Russian relations to the level of strategic partnership and alliance.

According to him, 114 enterprises with Russian capital operate in Ferghana Region. In 2025, the region’s trade turnover with Russia reached US$809 million, while exports of Ferghana products to the Russian market increased by almost 40%.

Speaking about the region’s investment potential, Bozorov noted that Ferghana Region had received ratings from international agencies Fitch Ratings and S&P Global Ratings.

Among the initiatives put forward were the expansion of industrial cooperation and the development of new joint investment projects, the establishment of a joint platform in Ferghana for digital technologies and artificial intelligence, and the development of a network of agrologistics centres connecting regions of the two countries.

The sides also discussed the development of tourism programmes and cooperation in the cultural, humanitarian and educational spheres. In particular, it was proposed to hold Days of Uzbekistan in Russia in 2027 with the participation of Ferghana Region and other regions of the country.

Khairullo Bozorov stressed the need to develop joint roadmaps for each major interregional agreement, specifying concrete projects, responsible parties, implementation timelines and expected results.

Participants discussed further development of trade, economic and investment ties, industrial cooperation, as well as cooperation in education, innovation, digital technologies, tourism and cultural and humanitarian affairs.

Particular attention was paid to expanding direct contacts between business representatives and turning interregional agreements reached into concrete projects.

Following the meeting, a ceremony was held to exchange cooperation documents. In particular, Khairullo Bozorov and Omsk Region Governor Vitaly Khotsenko exchanged an agreement on cooperation in the industrial sector.
