Tashkent, Uzbekistan (UzDaily.uz) — Uzbekistan, Azerbaijan, Kazakhstan, Kyrgyzstan and Türkiye have agreed to expand cooperation between their technology and innovation ecosystems. A memorandum of cooperation was signed in Tashkent as part of the first Technology Forum of the Organization of Turkic States (OTS).
The forum was held as part of ICT Week Uzbekistan 2026 at the initiative of President Shavkat Mirziyoyev. The president proposed holding a technology forum in Tashkent with the participation of OTS member states at the organization’s informal summit in Turkistan in May 2026.
Representatives of IT Park Uzbekistan, the Agency for Innovation and Digital Development of the Republic of Azerbaijan, Astana Hub, the High Technology Park of the Kyrgyz Republic and Türkiye’s Bilişim Vadisi took part in the event.
Participants presented the technology ecosystems of their countries and discussed opportunities to expand regional cooperation. Particular attention was paid to developing links between technology parks, supporting innovative projects, exchanging experience and creating conditions for technology companies to enter the markets of other OTS member states.
Under the signed memorandum, the OTS Technology Forum will be held annually on a rotating basis in one of the organization’s member states. Heads of technology parks and innovation organizations will also meet regularly to discuss cooperation results and new joint initiatives.
A separate memorandum was signed by IT Park Ventures and Bilişim Vadisi. The document is aimed at developing ties between the startup and investment ecosystems of Uzbekistan and Türkiye.
The sides intend to exchange information on promising startups and investment opportunities, jointly consider potential deals, attract investors and develop mechanisms to support technology companies entering international markets and scaling their operations.
Bilişim Vadisi brings together more than 900 companies and over 8,000 specialists working in research and development.
The memorandum also provides for mutual support for companies under the soft-landing model. Portfolio companies of IT Park Ventures interested in entering the Turkish market will be able to receive support through the Terminal İstanbul ecosystem, from establishing business contacts to integrating into the country’s technology community.
In turn, IT Park Ventures will be able to assist startups from the Terminal İstanbul ecosystem in entering the Uzbek market.
The sides also plan to develop investor matchmaking through meetings with investors, pitch sessions and Demo Days. The document provides for the possibility of holding joint acceleration programs and initiatives to help companies enter new markets, as well as exchanging experience and expertise in venture investment, startup development and international scaling.
