Tashkent, Uzbekistan (UzDaily.uz) — Gastronomic zones will be created along Abdulla Qodiriy Street in Tashkent’s Shaykhantahur district. The project will be implemented under a public-private partnership model, according to a resolution issued by Tashkent Mayor Shavkat Umurzakov on 15 September and published on E-qaror.
The municipal company Tashkent Invest will act as the public partner in the project. It has been authorized to lease land plots within the project area to private investors for up to 10 years.
Eight lots with a combined area of 0.5 hectares have been formed for the project. They are located near houses No. 9 and No. 10 in the Dzhangokh residential area, as well as near houses No. 9 and No. 35 in the Ts-13 residential area (Labzak). The largest plot covers 1,473 sq. m, while the smallest is just under 61 sq. m.
Tashkent Invest must put the plots up for online auction through E-auksion within 10 days, by 25 September.
The starting price has been set at the land tax rate for the area, amounting to 321.5 million soums.
The private partner will be required to invest up to US$1 million in soum equivalent at the Central Bank exchange rate on the date the public-private partnership agreement is concluded. At the same time, the investment amount may not be less than 11 billion soums. The investor will have three months from the registration of the document to meet this requirement.
The investor will be able to place modern cafeterias and retail outlets made of lightweight non-capital structures, car parking spaces and at least one public toilet on the allocated site. Within six months after the facilities are established, employment must be provided for at least 20 people, including four citizens from the social “notebooks.”
The layout of the facilities must be approved by the Tashkent city administration. Landscaping and construction works may be carried out only in compliance with architectural, sanitary and environmental standards, traffic regulations and fire safety requirements.
The gastronomic street must also be equipped with a video surveillance system and a free Wi-Fi zone, as well as decorative lighting and benches.
The gastro street may be used for festivals and seasonal events subject to approval by the city administration.
During public holidays and other events, however, the authorities may require the area to be temporarily vacated.
Under the terms of the public-private partnership agreement, Tashkent Invest will receive 10% of the project’s net profit. The private partner must transfer this share annually by 30 April of the year following the reporting year.
