Tashkent, Uzbekistan (UzDaily.uz) — President of Uzbekistan Shavkat Mirziyoyev has reviewed proposals to overhaul the remuneration system and compensation terms for public civil servants. The project provides for introducing a unified, transparent, and performance-driven salary structure.

During the presentation, it was noted that civil service reforms in recent years led to the adoption of a dedicated law defining the status of civil servants, while managing staff across state bodies was reduced from 73,000 in 2016 to 54,000.

However, analysis showed that the current pay structure maintains significant disparities. Base salaries currently account for less than 15% of total earnings, whereas up to 70% of the payroll fund consists of various allowances, bonuses, and incentive payments unlinked to specific work results. Additionally, there is no single normative document governing compensation, with over 50 separate regulations applied across different state bodies.

To resolve these issues, the new pay system is proposed to cover all 54,000 public civil servants.

State bodies are planned to be categorized into national, republican, regional, district, and city levels, with personnel divided into administrative management, core operational, and support categories based on their duties.

Drawing on international experience, the proposal introduces a single pay scale with 11 grades and six steps. The current array of over ten types of allowances and bonuses will be consolidated into three primary incentive categories.

The framework introduces allowances based on qualification levels and Key Performance Indicators (KPIs), which will measure duty execution, executive and labor discipline, and personal initiative. At the end of reporting periods, employees who successfully execute complex tasks, implement innovative solutions, and achieve outstanding results will be eligible for bonus payments.

Under the proposals, wages for regional division staff of state agencies will not exceed the compensation of employees holding equivalent positions in corresponding khokimiyats. Furthermore, wage levels and staffing quotas in districts and cities will be determined based on population size and territorial features.

As highlighted during the presentation, the new system will allow every civil servant to clearly understand how their earnings and incentive eligibility are calculated. President Mirziyoyev emphasized the necessity of ensuring fairness, transparency, and a direct link between compensation, qualification, responsibility level, and performance results.

The proposals also recommend factoring the adoption of modern information technologies—including artificial intelligence—alongside ongoing professional development into bonus calculations.
