Tashkent, Uzbekistan (UzDaily.uz) — Timothy Grosser, an EY partner who heads the EY regional alliance for Nvidia and Dell Technologies in the EMEIA region, outlined eight conditions needed to move a national artificial intelligence ecosystem from its initial stage to large-scale development at the Enterprise Uzbekistan Summit 2026 in Tashkent.
According to Grosser, the first condition is access to high-quality, verifiable data with proper governance, including the ability to generate synthetic data.
The second is the governance of platforms and tools, including built-in ethics, responsible AI practices, risk management and human oversight of system outputs.
As an example of the risks involved, Grosser cited a recent incident in the United States, when, according to him, around 1,000 agents on OpenAI platforms attacked and hacked the Hugging Face platform.
The third condition is talent. Grosser said the ecosystem needs both breadth, meaning a large number of specialists capable of writing code and building systems, and depth of expertise, meaning experienced professionals able to take projects through to the scaling stage.
The fourth condition is the platform’s operating model. Grosser said there needs to be a clear understanding of who owns the infrastructure and how it is updated, allowing development teams to focus on creating technologies rather than administrative issues.
The fifth condition is partnerships. According to Grosser, building technology ecosystems is a “team sport” that requires the participation of technology and consulting partners, the government and industry.
The sixth condition is innovation and continuous improvement, including processes that encourage teams to continuously improve their developments across the ecosystem rather than only through individual enthusiasts.
Grosser also identified technological sovereignty as the eighth condition. This involves using a technology stack that ensures security and keeps data within the organisation’s own jurisdiction. In this context, he mentioned Nvidia solutions as one possible option.
