Tashkent, Uzbekistan (UzDaily.uz) — Bukhara Mayor Quddus Tursunov has signed a decision restricting the movement of vehicles not intended for passenger transportation in the historic part of the city, the Bukhara City Hokimiyat said.
Under Decision No. 295-2-42-Q/26 dated 21 September 2026, the restrictions will apply to the area stretching from the Ark Fortress to the Poi Kalon ensemble, along Haqiqat Street to the Labi Hovuz ensemble. From 1 October, the use of electric scooters, rickshaws (electric vehicles), bicycles, scooters, electric children's cars, mopeds, four-wheeled bicycles and go-karts will be prohibited in the area, as will riding horses and camels.
The decision notes that the number of such vehicles in the city’s historic center has increased sharply in recent times, resulting in chaotic traffic and creating safety risks for both foreign and local tourists and pedestrians.
The document also cites cases in which visitors sustained injuries as a result of the uncontrolled use of such vehicles at cultural heritage sites.
The decision was adopted based on a submission from the Bukhara Region Department of Internal Affairs dated 8 August 2026 and taking into account tasks set by Presidential Decree No. PF-87 of 15 May 2025 on developing tourism in Bukhara as a strategic sector of the economy.
Under the decision, the road safety department of the city’s internal affairs department, together with the Safe Tourism Department, the state tax inspectorate and the Bukhara Region Cultural Heritage Department, must install information signs and road signs at entrances to and exits from the designated area. They must also notify individuals and legal entities operating in the area in advance about the new requirements.
The Bukhara City Hokimiyat’s Department for Poverty Reduction and Employment Promotion has been instructed to explain to owners of vehicles subject to the restrictions the possibility of registering as self-employed in specially designated areas, including Yangi Uzbekistan and Baki Bukhoro parks.
Consolidated information on implementation of the decision must be submitted by 1 November 2026.
Control over the implementation of the document has been assigned to the city hokim’s first deputy U. Zadaev, deputy hokim F. Khamroev and head of the road safety department of the city’s internal affairs department.
