Tashkent, Uzbekistan (UzDaily.uz) — A number of legislative changes will take effect in Uzbekistan from 1 October 2026, affecting businesses, exporters and importers, agricultural producers, securities market participants, and users of government and digital services.
The key changes were outlined by the Norma portal.
Business and industrial support
New preferential lending mechanisms will be introduced for electrical equipment manufacturers.
Self-employed citizens and small businesses will gain access to a mechanism for compensating interest expenses on loans used to create new jobs.
At the same time, the procedure for applying financial penalties to entrepreneurs will change.
Payment procedures will be unified, while a compensation mechanism will be introduced if a fine is cancelled by a court.
Customs and tax regulation
From 1 October, export customs fees will be reduced by 30%.
Importers will be able to offset VAT paid when importing goods, which is intended to simplify the relevant calculations.
Markets and shopping complexes
A unified digital platform, E-bozor, will be launched for markets and shopping complexes.
The new system will be used to digitalize processes related to the operation of markets and commercial facilities.
Construction and urban development
Construction will be prohibited without obtaining the relevant identifier in the Uy-joy system.
The measure is linked to the further digitalization of housing construction processes and stronger oversight of construction projects.
Securities market
The Central Depository will begin recording rights to securities of companies with a high share of state ownership.
Environmental statistics
The frequency of statistical reporting on hazardous waste will change. Instead of submitting data more frequently, reporting will be moved to an annual format.
Agriculture and water-saving technologies
Requirements for the labelling of water-saving technologies and the procedure for providing subsidies for their introduction in the agricultural sector will also change from 1 October.
New digital government services
The Unified Interactive Government Services Portal (EPIGU) will expand its range of digital services. In particular, the portal will provide services related to blocking transactions involving property, as well as monitoring bank accounts and SIM cards.
Changes to the blood service system
Mandatory two-stage screening will be introduced at blood service organizations.
Thus, from 1 October, the changes will affect several areas, ranging from support for businesses and customs and tax regulation to construction, environmental reporting, agriculture, digital government services and the healthcare system.
