Tashkent, Uzbekistan (UzDaily.uz) — The Legislative Chamber of Uzbekistan’s Oliy Majlis is considering a bill in its second reading that aims to further improve the public procurement system.
The bill is intended to increase the transparency of procurement procedures, promote competition and expand business participation in government procurement. It also proposes improving existing mechanisms by drawing on international best practices.
One of the bill’s key provisions is the establishment of territorial commissions to review complaints related to public procurement. Their work is expected to strengthen oversight and accountability in this area.
The document also provides for clear regulation of repeat auctions, selection procedures and tenders in cases where only one participant takes part.
It further proposes expanding the list of local entities eligible for preferences from budget-funded procuring organisations when public procurement is conducted.
During the discussion, MPs raised concerns and proposed revising certain provisions of the bill. The document will be revised to take their comments into account.
